It seems Webgames have canceled their planned tournament, our guess - lack of participants.Their thread have been removed from Gamer forum (www.tf2.co.il) and there is no more mention of the tournament at their Website.
Update This was confirmed by Player Thirty-Two.

Yup, it was canceled, due to lack of clans. Not surprising though. The Israeli competitive community today is rather small - One tournament at a time.
